Reid Military Instructional Program in Non-Coercive HUMINT, Military Intelligence and Counterintelligence Interviewing
More than 35,000 military and intelligence personnel from more than 275 United States government security agencies and military units have been trained by John E. Reid & Associates since 1977 in the arts of detection of deception, tactical questioning, screening, debriefing, source contact operations, liaison, and interrogation. The Reid program for military intelligence, counterintelligence, and HUMINT source operations conforms to the non-coercive protocols described within Army Field Manual 2-22.3 (“the Manual”), as we've seamlessly integrated the Reid “Behavior Analysis Interview” and “Nine Steps” with the Manual's five phases of every questioning session (i.e., screening, planning and preparation; approach and termination, questioning, and reporting).
Content can be adjusted to the MOS of the specific audience (for example, units not holding MOS 35M, 351M, 351E or 35L may request limitation of instruction to tactical questioning and screening).
The Reid Technique emphasizes three underlying components:
- a) rapport between the HUMINT collector, Military Intelligence or Counterintelligence Special Agent and the source;
- b) thorough direct questioning into the perceptions, memory, and sincerity of a source; and
- c) persuasive argumentation to obtain the truth based upon an understanding of a source’s mentality, beliefs, ideology and motivation.
The Reid Technique of non-coercive questioning is pragmatic and user-friendly for intelligence-gathering, HUMINT collection, as well as for tactical or special operations.
In addition to its orientation toward the U.S. Army Field Manual protocols, the Reid Military Instructional Program differs from its counterpart law enforcement programs in four significant ways.
- Focusing themes and behavior assessment for maximum effectiveness within target geographic areas of responsibility (AORs)
- The military program adapts its classical instructional models to accommodate the risks and variables inherent within uncontrolled interview environments and then supports that adaptation through actual case histories.
- The military program includes recognition and resistance against elicitation tactics employed by hostiles against American military or intelligence personnel.
- The military program is geared toward proactive intelligence collection in addition to after-action investigation.
- The military program can include realistic practical exercises that allow class participants to apply lecture materials to circumstances which they will face down range.
